Update to use containers of processing daemons

Update the reco-manager to start processing daemons as containers

Solutions:

• kubernetes. Preferred solution but availability in the current north site cluster is not certain. See tests in sag_reco_external_work_tracking#26
• slurm + apptainer. Back-up solution
