Set up workflow using gitlab runner

Once a machine is available from LAPP to host the gitlab runner, set up the workflow:

• set up the gitlab runner on the machine (docker executor)
• set up renovate bot on SAG group
• set up semantic release access tokens
• implement rta container repository with CI/CD components to build images, provide rta base images, push them to harbor
• implement CI/CD components python
• implement CI/CD components c++
• use workflow
