Update to new CTAO template

The latex class needs some small updates to be in line with the new Word template (see attached)Technical-Documentation-Template.dotx

It looks like mostly:

• New logo in header and title page
• Change of font: It has been agreed to use Arial as optional font for technical documentation, although “Inter” is the primary font. The standard size for text is 11 pt.
• small change to section heading colors
  • Titles: “Galaxy Blue,” R0 G0 B74 or Hex #00004A
  • Subtitles: “Cosmic Azure,” R0 G122 B 255 or Hex #007AFF
  • Main text and titles at lower levels: Black
  • Hyperlinks: “Cosmic Azure”
  • Tables: Header with Galaxy Blue and white letters; Sub-header with Moon Gray (R245 G245 B245 or Hex #F5F5F5) and black letter
