Make common SUSS-DPPS toolkit base

Summary

We discussed with @dmorcuende that it might be useful to have some common AIV toolkit project so that changes like that are used for SUSS and DPPS at once. It's something to discuss with @MatthiasFuessling and @mieke.bouwhuis .
