Put policy package into its own repository

We should separate the policy package from the docker build or rename this repository to make it clear that the policy package lives here.

I think I'd prefer two repositories

• bdms-rucio-policy
• bdms-rucio-images

Now that SUSS also might use rucio, we should also discuss if we can have a common ctao-rucio-policy or if we need separate deployments with their own
