Provide DB loader tool for atmospheric models

Summary

Since DB is now functional and corresponding containers have been added to the calibpipe, the next step is to provide a DB population routine. This routine should take as input the atmopsheric model and related data (i.e. Observatory and Season data), convert it to the relevant tables and commit the data to DB.
