Update CI and project dependecies

Summary

CI must be updated for:

• correct python versions (3.9 shall be deprecated, 3.10, 3.11 and 3.12 - supported).
• ctapipe shall be installed with either mamba (for released versions) or pip

Dependencies must be pruned and psycopg updated to v.3
