Prepare optical throughput calibration with muon for delivery

Summary

• Refactor the throughput tool to use monitoring data format definitions from ctapipe
• Finalize unit tests:
  • Add more test files (different telescopes, different conditions) and parametrize existing tests to use them
  • Add "muon" and UC verification markers
• Provide CWL workflow, update documentation
