Temporary add required external packages

Description

Added required part of molecularprofiles and rdams client under calibpipe/atmosphere/external. This addition is temporary, these modules will be removed/repackaged as soon as possible

Note: the code has not been refactored and may contain some unneeded stuff. To be addressed later
