Georgios.Voutsinas requested to merge RDA_request into main

Imports functionality to send the request to GDAS, check the request status and retrieve the data. Also automates the datetime parameter in the request. It partially addresses issue #4 (closed) (the technical part)

In order to be run, one needs to install the RDA client. The what and how's of the inclusion of the RDA client in CalibPipe will be addressed in a future request, and are discussed in issue #7 (closed)
