Populate common workflow repository with pipeline deliverable CWLs

As discussed with @mdalchen before, a common repository allows very helpful functionality of CWL viewer. But it introduces challenges with coordinating multiple subsystem activities, and introduces another place for artifacts. So we can keep harbor as reference artifact registry, and populate this repository for viewing.
