UC-150-1.1.4. Simulate calibration measurement - simulate pedestal events

Add a simtool to simulate pedestal events.

From Konrad's mail:

Pure pedestal events should be OK with the build-in option (PEDESTAL_EVENTS=...). It can be done with a zero-intensity 'flatfielding' and forcing fake triggers in sim_telarray - but that option does not gain anything w.r.t. built-in pedestal events. Pixel NSB p.e. rates would be the same.

Requires a simple tool without queue submission:

• retrieve telescope models from DBbases
• run pedestal simulation with sim_telarray
