Start the integration of dirac-cwl-proto

The general goal is to integrate the interface part of : dirac-cwl-proto in ctadiracx.

We should integrate into ctadiracx the CLI commands to submit jobs and productions described in CWL.

In particular we want to achieve the very preliminary transition plan jdl-cwl described here:

wms#48

First we will start just with job submission and simple hello world job use case.

Later we will also add production submission and more complex DPPS workflows use cases.
