plan for DIRAC stages

split this into issues:

• rel0.0: only test setup dirac8
• rel0.1:
  1. run dirac9 on VM + diracX CTADIRAC#128 (closed)
  2. switch dirac8 to dirac9 in wms chart
  3. at this time we can rely only on kubernetes and no vms
  4. split dirac9 service chart into multiple pods #4 like in https://gitlab.cta-observatory.org/cta-computing/dpps/workload/CTADIRAC-charts
  5. in wms chart, create an option to set externally-issued certififaces and FQDN ingress/lb for external access
  6. make sure to run on real CE, SE
  7. make a pre-prod deployment of dirac9+diracx
