Be able to include text in scope section of release report

Problem Statement / User Story

Test report contains a scope section currently empty and no way to fill it out. We need a way to write manually the scope of the release in a report/scope.tex file that would be taken in the build process and integrated in the release report.

Acceptance Criteria

Anyone can write a scope text in a file scope.tex that it is integrated into the main release report.
It is proven to work in SUSS AIV toolkit

Proposed Solution / Actionable Steps

Implementation:
- Follow what it is implemented for others pieces of text (preamble, inspection, manual testing, etc), to implement the same for scope section.
