Entire phoenix2 library packaged with conda in CI

There are many phoenix repositories to build packages for. In order to make it maintainable we need proper tools to manage them all at once:

#24 (closed) - implement pixi based workflow
#25 - Set up renovate bot
#13 (closed) - implement package building as CI/CD components and re-use in phoenix repositories CI
#14 (closed) - own the docker images used in the CI in (the CI component) container registry. (rattler-build image, curl image to upload?, kaniko image to test? etc.)
#15 - implement package building in CI for all phoenix2 repositories.
#16 (closed) - implement "clean-up" bot that removes old/unused development packages.
