fixed case in lower-data levels, reworked DL6 def

Karl Kosack requested to merge fix_data_levels into main

The DL6 def still has problems, since it includes e.g. what we call "Full Background Models" (generated by the SciOps teams etc). I tried to simplify the text to be clear about this, but I still dislike the name "catalogues", since that is only a small part.
