Draft: start a project-management glossary

Project management terms are frequency confusing to our teams.

This adds a few terms like AIV and ICD. We should add more, and move some to this glossary (e,g, UC).

Note I've found some strong confusion about what is a "use case" (we mix both senses of use case, see e.g. https://en.wikipedia.org/wiki/Use_case), and often mix use case with user story. These need better definitions, so we can be consistent.
