Draft: Test/macobac db

Test merge request for atmospheric calibration DB. Starting with the simplest case, the 12MACOBAC value. The MACOBAC tool has been modified (following the optical throughput) and saves the contained in the DB. The tool has been test manually, finished without any error notification.

I would prefer to first discuss this simple case before I move on to the more complicated ones.
