Implement Container based data handling for throughput calibration.

Description

Adds containers for throughput calibration and use them in the throughput calibrators. Also added a new Exception (and proposal for a base Failure exception). Some minor changes of the test config file and code are also included.

How Has This Been Tested?

Throughput calibration tool was called successfully after the container implementation with INFO log level to check that output is as expected.
