Usecase/Query of existing calibration parameters

Description

This use case describes the verification of the existence of calibration parameters required to process a list of events. It is related to the QualPipe and will not take place in data processing, it is only a check that calibration data is available for a given data-set (probably before a re-processing of this particular data-set).
