Level c extract

This merge requests adds a table listing all SimPipe level C requirements and add requirements IDs.

Requirements are the same as in the LevelC-UC* documents, but listed in a single table and sorted in topics. Duplicated requirements have been removed.

Adds all tables with more detailed listings of setting and validation methods.

Note that these are the Level C requirements for use cases 1, 2, 3, 6, and 8 only. Requirements connected to the other use cases (all which are not part of Rel 0)
