Add the option to provide systematic uncertainties directories

This MR adds the option to provide a systematic uncertainty input argument to the sim_telarray processing script. Internally a directory with modified sim_telarray configuration files is given, but that is not important for this purpose. The addition here is a simple option to provide an argument to the script.
