Update cvmfs subchart, use rucio from cvmfs on CE

Update the CVMFS subchart that now uses a more realistic setup of filesystems (separate filesystems for general software and containers), including setting up the rucio config for job on cvmfs.

Marking as draft to also test in DPPS if the full chain works.
