feat: init proxy for multiple groups and allow retries

Regularly bootstrap failed because the proxy init was failing, one way to avoid that is to simply allowing the bootstrap job to retry initialize the proxy.

Bootstrap proxy init can now be configured to:

• retry creating the proxy when it fails the first time
• configure for which group to configure the proxy
