Add the validation of parameter files

Orel Gueta requested to merge add_validate_parameter_files into main

The validation part runs well and is very quick. The question is at which stage would we like to have it run and what is the trigger. This means the code in the MR is probably not ready to be merged, but it would be easier to discuss with the MR.
