Add minimal LSTN-design

Description

The introduction of the design_model parameter requires that a design model exists for every telescope (array element) type. This was missing for 'LSTN' in 6.0.0.

In this merge request we want to make sure that LSTN-design exists. The removal of duplication in the model parameters is a future task.

Changes Made

  • added LSTN-design and LSTN-design/num_gains.json
  • removed num_gains.json from LSTN 01-04
