Description

Introduce PostgreSQL as a CI job service and enable DB testing.

Certain code refactoring has been required in order to comply with the latest release of the sqlalchemy and to make possible proper configuration of the DB server. More refactoring is required in the future. While this MR is ready for review and merging, throughput-related tests require significant refactoring.
