Add tools to upload reference tables to DB

Description

• Add tool to upload Observatory data
• Add tool to upload Atmospheric Model table (requires "current" checks)
• Add tool to upload tables related to MolecularAtmosphere
• Update all reference models with new column naming
• Add macobac
• Add extinction
