Move sphinx_rtd_theme to docs extra requirement

Maximilian Linhoff requested to merge docs_requirements into main

Sphinx is only needed for building the docs, this removes a lot of dependencies from CTADIRAC that are automatically isntalled when doing pip install CTADIRAC but that are not actually needed for running any of the tools.
